The way I did it is simple really. I watched the Auction House for a while and set my eyes on a seller. I figured that person would also be able to craft it. So I contacted them via mail and proposed the following deal: I would pay them the cost of the engineering mats that only engineers can purchase (these are a total of 12,500 gold); I would also supply the necessary Titansteel Bars, Cobalt Bars for the Copper Bolts and Arctic Furs. In addition I would tip them 1000 gold.
They accepted and later contacted me in game, we met, they crafted the Chopper for me, end of story. Here's a breakdown of the costs:
- 12x Titansteel Bar = free for me because I had a crapload of these, being a miner, normally about 1000 gold on the AH
- 40x Handful of Cobalt Bolts = ~2 stacks of Cobalt Bars = free for me, normally about 40 gold
- 2x Arctic Fur = free for me, I have a lot of these, normally about 20-30 gold
- Special Engineering Mats = 1x Salvaged Iron Golem Parts (3000G) + 8x Goblin-machined Piston (8000G) + 1x Elementium-plated Exhaust Pipe (1500G) = 12,500G
Total + 1000G tip: ~14,500 gold
My advice: it's a lot cheaper to find a nice engineer who's willing to craft this for you for a tip. If I hadn't found someone, I wouldn't have paid the AH premium so in this case everyone is happy: the crafter got 1000G and I got my Chopper.
A few thoughts on the Chopper... The engine rumble is loud to the point of being annoying. I wish there was an option to turn it off. Also, this mount is bound to attract major and sometimes unwanted attention. No sooner had I reached Goldshire (for Noblegarden) that I got whispered by a low level who wanted to pay me to give him 2 rides, one to Eastvale Logging Camp and the other to Moonbrook in Westfall. Um... ok, that's why I got this new ride, to give people rides. As if I don't have better things to do with my time. I told him sorry but no can do.
Now here's a couple of screenshots of my dwarf hunter riding that new trashbucket of his. In the first shot he's trying to climb a tree apparently. In the second, he's being cute with bunny ears. The third shows how totally awesome a dwarf looks on a Chopper!

Congratulations on that bad boy! As a tauren, I have to concede that a dwarf who is unable to see over the headlight looks mighty awesome. Sounds like you did it the cost-effective way - if there is a cost-effective way to buy a chopper. Once I'm sitting on plenty of gold I plan to do the same. Just not sure if I would go with the Chopper or the Mammoth. Grats again!
Thanks man! If you like the attention (I don't, really), go for the Chopper. If you like peace and quiet + more utility, go for the Mammoth (though it's more expensive). I saw something very funny the other day: a Tauren on a BE Strider.
